- The Government of Nepal has applied financing from the Asian Development Bank (ADB) towards the cost of Kathmandu Valley Water Supply Improvement Project (Phase 2). Part of this financing will be used for payments under the Contract named above. Bidding is open to Bidders from eligible source countries of the ADB.
- Melamchi Water Supply Development Board, Panipokhari, Kathmandu (“the Employer”) invites sealed Bids from eligible Bidders for the Design, build and operate Water Treatment Plant of 255 million liter per day (MLD) capacity having Rapid Sand Filter with five years Operation & Maintenance period at Sundarijal, Kathmandu (“the Works”).
- Open Competitive Bidding – International advertisement will be conducted in accordance with ADB’s Single-Stage: Two-Envelope bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Document.
- Only eligible bidders with the following key qualifications defined in the Bidding Document may participate in this bidding:
- Minimum average annual turnover of USD 44. 00 million or equivalent calculated as total certified payments received for contracts in progress or completed within the last three years.
- Participation in at least one contract that has been satisfactorily commissioned within the last ten (10) years, and that is similar to the proposed contract, where the value of the Bidder’s participation exceeds USD 35.00 Million or equivalent. The similarity of Bidder’s Participation shall be based on:
- Contract Type: either Design, Build and Operate (DBO), Build, Operate and Transfer (BOT), Design and Build (DB) or other similar contract; and
- Nature of works: Water Treatment Plant (WTP) or Water supply system consisting of WTP and allied works; and
- Physical size: Water Treatment Plant(WTP) shall be at least one no of 130 MLD
- Participation in at least one contract that has been satisfactorily commissioned within the last ten (10) years, and that is similar to the proposed contract, where the value of the Bidder’s participation exceeds USD 35.00 Million or equivalent. - To purchase the Bidding Documents in English, eligible bidders should,
- Visit the office of Melamchi Water Supply Development Board at the address indicated above and deposit a non-refundable fee of NRs 20,000.00 or USD 155.00 in the bank account mentioned below; or
- Request for delivery by sending a written application to the Executive Director at the address indicated above. The application must be supported by payment of NRs.30,000.00 (local delivery) or USD 230.00 (International delivery) by International Bank Transfer to the following account. The document will be sent by courier or registered airmail, but under no circumstances will the Employer be held responsible for late delivery or loss of documents so sent out.

- Pre-bid meeting will be held at 13:00 Hrs (NST) on 6 December 2024 at MWSDB Office at Panipokhari, Kathmandu. A site visit will be conducted by the Employer on 5 December 2024 at 13:00 Hrs(NST) at Sundarijal Water Treatment Plant Complex, Gokarneshwar – 1, Kathmandu. Interested Bidders are advised to attend the site visit and the pre-Bid meeting.

- On or before the deadline: 22 December 2024; 12:00 Hrs. (NST). In case the final bid submission day is a public holiday, the final bid submission date shall be next working day.
- Together with a Bid Security of 800,000.00 USD or an equivalent amount in freely convertible currency.
Technical bids will be opened on 22 December 2024 at 12:30 Hrs. (NST) in the presence of bidders’ representatives who choose to attend.
- The MWSDB will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of Bids.
