Request for Expression of Interest (EOI)
for
Design, Construction Supervision and Project Management Consultant
(Date of Publication: 27 September 2024)
1. Government of Nepal has applied for financing from the Asian Development Bank (ADB) towards the cost
of Second Kathmandu Valley Water Supply Improvement Project and intends to apply part of this fund to
eligible payments under the contract for which this Request for Expression of Interest is issued for
International Consulting Services.
2. The Melamchi Water Supply Development Board now invites Expression of Interest (EOI) from eligible
International Consulting firms (“consultant”) in accordance with the Quality and Cost Based Selection (QCBS
at 90:10 ratio) procedure as set out in the Asian Development Bank’s (ADB’s) Procurement Policy 2017
and Procurement Regulations for ADB Borrowers 2017, as amended from time to time, to provide the
following consulting services with tentative input of 139 person month for international key staff, 349 Person
month for National Key staff and 627 person months Non-key national positions having appropriate
management, technical and geographical competence:
i. Design and Construction Supervision of Melamchi New Intake System
ii. Design of Yangi-Larke Transmission System
iii. Design validation and Construction Supervision of WTP at Sundarijal
iv. Project Management Services
3. The Design, Construction Supervision and Project Management Consultant must furnish list of similar projects
executed within last seven years with summary of such projects and important financial details. The
EOI is required to be submitted in the standard formats stipulated for this purpose. The EOI document, draft
Terms of Reference (TORs), format for submission and other details can be downloaded from
http://csrn.adb.org (click on “Nepal” find caption on “View” and downloaded “TOR document”) or MWSDB
website www.melamchiwater.gov.np/.
4. Interested eligible Consultants may obtain further information and EOI documents free of cost at the address
Melamchi Water Supply Development Board Panipokhari, Kathmandu during office hours on or before 27
October 2024. A pre-submission conference will be organized at 13:00 hrs (NST) on 17 October 2024 at
MWSDB, First Floor Meeting Hall, Panipokhari, Kathmandu.
5. Consultants may associate with other consultants to enhance their qualifications.
6. The EOI must be submitted online via the ADB's Consultant Management System (CMS). The EOI must be
submitted using the online template in CMS not later than 27 October 2024 by 23:59 PM (Manila time).

Services Recruitment Notices (CSRN) available at www.adb.org/site/business-opportunities/operational-
procurement/consulting.A firm wishing to submit an EOI must be registered with the CMS. CMS registration is
accessible at http://cms.adb.org. Any proposed associate firms, sub consultants, or joint venture partners
must also be registered with CMS. Any firm encountering technical problems in accessing CMS should
request assistance by email to cmshelp@adb.org. Firms are recommended to update their CMS registration
before commencing their EOI.
7. The EOI will be assessed based on Management Competence (10%) and Technical Competence (80%),
and Geographical Competence (10%). Based on the evaluation of EOI, only shortlisted firms will be invited
to submit a Full technical proposal (FTP) and financial proposal through a Request for Proposal.
8. The MWSDB reserves the right to reject any or all of the EoIs at any stage without assigning any reason
whatsoever and without incurring any liability to the consultants.
